Question Number 1:
This Freedom of Information request is regarding the Use of Public Money. Please provide me with information detailed below under the Freedom of Information Act 2000

I would like to request a new Freedom of Information request – I have added some questions and kept some questions the same as my previous FOI as the new questions might answer questions that were n/a in my last FOI.

Regarding information that has already been released in the public domain by GWH recently; please can you answer the following questions:

How much money has been spent on Consultancy firms to support the BSW Hospital Group model and the new joint EPR (Electronic Patient Record) so far - this should include the implementation of the group model and EPR including any organisation/consultancy firm who is supporting and or making recommendations. The time periods for this question are financial years 23/ 24 and 24 /25 to the date you have received this FOI.



 
Answer To Question 1:
Group Model:
• 23-24. n/a
• April 24 – May 24 - Carnell Farrar. The contract value is commercially sensitive.
• December 24 – July 25 - AlignOrg Solutions LLC. The contract value is commercially sensitive.
• April 25 – Sept 25 support from Teneo. The value of this contract will be published in line with transparency requirements. The values of £287k and £448k have been published on the RUH website for September 2025 (https://www.ruh.nhs.uk/foi/money_matters.asp#4). The remaining values are intended for future publication on the website(s) of the respective Trust(s) where invoices are raised.

EPR:
• March 2025 – present - St Vincents Consulting Ltd. The value of this contract will be published in line with transparency requirements. The value of £28k has been published on the SFT website for August 2025 (https://www.salisbury.nhs.uk/about-us/freedom-of-information-foi/spend-over-25-000-in-salisbury-nhs-foundation-trust/). The remaining values are intended for future publication on the website(s) of the respective Trust(s) where invoices are raised.
 
Question Number 2:
Are there any members of the consultancy firm/s being used by the BSW Hospital Group model for any work including the new joint EPR who are actually employed and/or have a substantive contract at any of the hospitals within the BSW Hospital Group or as part of the new EPR implementation.

 
Answer To Question 2:
As part of the EPR programme Jonathan Hinchliffe, who works for St Vincent’s, is filling the Interim Group Chief Transformation & Innovation Officer and EPR Senior Responsible Officer position on a contract basis ahead of the Group going out to recruit to the substantive role.

If yes to question 2, what are their name/s and their job title/s?

Question Number 4:
If yes to question 2, has the relevant declaration of interest/conflict of interest been completed. If so, are they publicly available. If publicly available, please detail where this can be found.

 
Answer To Question 4:
This is not held. The Group recognises that a declaration of interest was not in place at the time of this FOI. The form has now been sent for completion.
 
Question Number 5:
Were the consultancy company/ies selected through a fair, open and robust tender process?
 
Answer To Question 5:
Yes. A competitive tender exercise was completed for Transitional Support for our 25-26 BSW Hospitals Group Development Programme and EPR Programme or a single tender waiver was issued where the value did not require a full tender exercise, as per our standing financial instructions.
 
Question Number 6:
If the answer to question 5 is yes - what framework was used?

 
Answer To Question 6:
• Teneo Strategy Ltd = NHS Shared Business Services (SBS) Consultancy and Advisory Services for Health Lot 1
• St Vincents Consulting = Crown Commercial Services (CCS) Framework RM1043.8 Digital Outcomes Lot 1.
 
Question Number 7:
If the answer to question 5 is no and there was no tender process, why was that?

 
Answer To Question 7:
AlignOrg Solutions LLC Single Tender Waiver agreed by Chief Executive Officer, in accordance with Trust policy and processes.
 
Question Number 8:
Are any of the consultancy firms’ detailed in the answer to Q1 having further new contracts to support the BSW Group Model or EPR implementation?

 
Answer To Question 8:
No
 
Question Number 9:
If the answer to Q8 is yes, please detail what the contracts are for and which consultancy firm they are attributed to.
 
Answer To Question 9:
N/A. In line with transparency requirements, any new tenders that meet a relevant framework will be published in line with those rules and any contract values above £25k will be published on the Trusts’ websites.
